I believe that is the only way to delete from the hall. Quest progress cannot be removed, but players can select where they want to start in the quest. So once your hall is filled up with 5 characters, then if you want to save any more characters, you must delete one of the 5 you saved.
Characters and items may be deleted, but the achievements and paragon levels unlocked will remain. Diablo III progress cannot be removed from an account.
